says the problem the started over midnight. a team of computer technicians worked to solve the problem. at a less than an hour ago. at about 7:15 a.m. we are starting service again. we will be ramping up to 100 percent capacity. about a 30 or so we should be at full capacity. >>: here you can see people sleeping overnight on 19 stranded trains. they should

matter it is basic contract lost three you look it over before you do it unless both of you agree that this mistake this is what you're bound by. now the fact is the contract is for indicated on a ratification vote by the unions and by the bart board so centrally there's no contract in place if the bart board don't do it. they approved it without that one provision. it's unclear as to whether or not that. it would be as if you get your insurance policy from the bottle bill. so essentially i don't think they're going to strike. i think the political fallout from the last two strikes is too much. i don't think the

young, pretty healthy if you look here. you could see that a lot times the street's go down because there are arriving. in this case, a busy street, they make sure that everything is up and up, is still all went down. unfortunate, the traffic is moving along just fine with no injuries. >> a developing story out of napa county this morning. high winds sparked a vegetation fire overnight that has forced mandatory evacuations for some residents. kron four's terisa estacio is in the north bay this morning with an update. >> there is a briefing going on for the fire officials endeavoring to have a battle plan to get on top of this fire. right now, the latest
